Finance Division Reporting Structure

The Finance division is charged in Board policy with "... oversight of all systemwide fiscal and facility matters. This includes biennial budget development, tuition, allocation formula, and capital budget requests." (Board policy lA.2 part 5, subpart B)  

The Finance division, with two primary operating units, is responsible for leadership and administrative oversight in the areas of:  

  • Systemwide and college/university specific facilities administration including safety, environmental compliance, real estate management, capital planning and capital project execution.

The Facilities unit is responsible for campus master planning, capital project planning, project architect and contractor selection, construction administration and policies, procedures and standards for facilities maintenance, operations, risk management and emergency preparedness. The unit also provides planning and coordination for sale of revenue bonds in support of the university housing and student union facilities.

  • Systemwide and college/university specific internal and external financial reporting, cash and debt management, administration of internal controls, and operating budget planning and administration.  

The Finance unit is responsible for tuition planning, preparation of the annual system operating budget, development of internal allocation policies and training and reporting campus operating policy adherence. Unit staff provides financial analysis for labor negotiations led by the Human Resources division. It is also responsible for administration of the systemwide accounting and payroll information systems, preparation of annual system and colleges and university financial statements, administration of system banking and cash management relationships and oversight of internal control procedures.

The division leadership serves as the principle liaison with the legislative and executive branches for operating and capital budget programs and maintains the system’s relationship with financial and rating agency communities.
