Chapter 1B - System Organization and Administration / Equal Education and Employment Opportunity
Part 1. Performing Manual Tests using Functional Performance Criteria
Areas of Review
Listed below are five areas that colleges and universities should review (at a minimum) annually. Other areas may be reviewed at the discretion of the college or university.
- Websites, Online Portals, and Social Media - Web content, including the main website, student portals, and faculty portals.
- Courses Facilitated through a Learning Management Systems (LMS) or Third-Party Publisher - Course materials (including digital communication, multimedia, digital documents, assignments, and assessments) should be accessible.
- Software and Applications - Any software or applications used by the institution, whether for administrative or educational purposes, should be accessible. This includes ensuring compatibility with assistive technologies.
- Online Forms and Surveys - Forms for admissions, financial aid, course evaluations, and other purposes should be accessible to all users.
- Library Resources - Digital library resources, including e-books, databases, and online journals, should be accessible.
Criteria Used to Review Accessibility
Vision- Without Vision - All functionalities can be operated without requiring vision. This includes providing screen reader compatibility, keyboard navigation, and audio descriptions.
- With Limited Vision – All content is perceivable by users with limited vision, such as through adjustable text size, high contrast, and screen magnification.
- Without Perception of Color - Information is not conveyed solely through color and that color contrast is sufficient.
Hearing
- Without Hearing - Provide alternatives for audio content, including accurate captions and transcripts for videos.
- With Limited Hearing - Audio content is clear and that volume controls are available.
Speech
- Without Speech - All functionalities can be operated without requiring speech input. This includes providing alternative input methods such as keyboard or touch input.
Mobility
- With Limited Manipulation - All functionalities can be operated with limited fine motor control. Examples include providing keyboard shortcuts and ensuring that interactive elements are large enough with enough spacing to be easily activated and users have adequate time to complete tasks.
- With Limited Reach and Strength - Functionalities can be operated without requiring significant strength or reach. Examples include ensuring that all controls are within easy reach and can be activated with minimal force without requiring multiple inputs simultaneously.
Cognitive, Language, and Learning Abilities
- With Limited Language, Cognitive, and Learning Abilities - Content is understandable and usable by individuals with cognitive, language, or learning disabilities. Examples include providing clear instructions, avoiding unnecessarily complex language, and offering consistent navigation and layout.
Level of Conformance
The terms used in the Conformance Level information are defined as follows:
Supports: The functionality of the product meets the criterion without known defects.
Partially Supports: Some functionality of the product does not meet the criterion.
Does Not Support: The majority of product functionality does not meet the criterion.
Not Applicable: The criterion is not relevant to the product.
