Part 1. Policy Statement
The Board of Trustees, in accordance with the Minnesota State Colleges and Universities mission, provides appropriate information technology access to support teaching, research, administrative, and public service functions. Appropriate access is afforded to information technology resources, including but not limited to data, computers, software, e-mail accounts, internet access, and similar computing tools that allows students, faculty, and staff to undertake their respective college- or university-related activities.

Part 2. Responsibilities
The chancellor shall develop an information technology workplan for approval by the board and prescribe data, applications, security, and technology procedures and operating instructions to ensure the accessibility, effectiveness, efficiency, timeliness, security, availability, data integrity, and accuracy of information gathered, stored, and utilized by the system office, colleges, and universities. Each college and university shall ensure that the information technology components of its strategic plan are aligned with the Minnesota State information technology workplan.

Each college and university may adopt additional local, campus level policies and procedures on information technology use in alignment with board policies, system procedures, and operating instructions.

Part 3. Accountability/Reporting
The chancellor shall periodically provide an update to the board on the implementation of the Minnesota State information technology workplan.

05/21/25 – The amendment changed the wording to provide a strategic work plan instead of a strategic plan, changed the wording to allow for more flexibility for a college or university to adopt their own policy or procedures, and updated and rearranged the wording for better clarity.
